The buyer of contingent labor services is responsible for managing the procurement process for temporary labor requirements. The role involves sourcing, evaluating, negotiating and managing contracts with staffing firms to ensure a skilled and qualified temporary and contract workforce. The buyer will work closely with operations teams to determine staffing needs are met and will monitor performance metrics to optimize staffing costs and efficiency.

Important features
- Research internal needs and market trends to recommend sourcing strategy for assigned category. Make a recommendation to management and senior management and implement the overall procurement plan.
- Prepare and analyze reports on HR costs, trends and performance indicators.
- Use data analytics to gain insight and make informed decisions about HR strategies. As needed, assist in planning RFP/RFQ events to meet project needs. Review vendor proposals, including the underlying financial model, to develop spending and/or savings goals. Calculate, track and record monthly savings to assess relative performance against target.
- Collaborate with various functions to resolve supply or performance issues, review and influence recovery plans both internally and with suppliers.
- Work with suppliers to meet Ryder's business needs and improve quality, capacity, performance and cost. Monitor market developments and conditions to ensure adequacy and comparability of contract portfolio
- Review and negotiate employee contracts and agreements. Monitor and evaluate supplier performance against agreed SLAs and KPIs.
- Conduct periodic performance reviews of HR agencies.

Qualifications
- HS Diploma/GED
- Bachelor's degree in supply chain management, finance, engineering or related field preferred
- Master's degree in supply chain management, finance, engineering, human resource management, business administration or similar field preferred
- Seven (7) years or more in contingent employment services procurement and supplier management and H.S. Diploma
- Three (3) years or more in purchasing, purchasing or supply management and a bachelor's degree
- Advanced Microsoft Office (Excel, Word, Power Point) required.
- Business Intelligence Tools: Tableau / MS Power BI - Mid-range affordable
- An intermediate level of procurement processes and transactions is required
- Basic information on labor legislation and HR process regulations
- Contract process
- CPSM, CCWP, or other professional certification in supply management or purchasing - installment preferred
